Amendments to Notice of Race
NOR 1.2.c is deleted and replaced with:
NOR 1.2.c For sports boats, Part VI amended to include a waterproof VHF transceiver (or a VHF transceiver in a waterproof bag), a First Aid Kit, and at least 3 litres of fuel. In addition, YNZ Safety Regulations Part V paragraphs 2.1-2.4 will apply.
NOR 5.4 is amended by striking out the text in the Briefing Details row of the Regatta Series table.
Explanation
The change to the fuel requirements for sports boats aligns with the amount of fuel customarily carried by sports boats. Sports boats are required to carry a First Aid kit in order to reduce reliance on Race Committee resources for minor medical issues.
The change to NoR 5.4 is made for the avoidance of doubt – NTC03 removed the Friday 18th Regatta Briefing but the updated NOR document posted online still referenced it .

Clause 3.9 is deleted and replaced with:
To be eligible to compete under PHRF, boats must have a valid PHRF certificate registered with Yachting New Zealand by Saturday 13 February 2021. The Organising Authority may extend this date at its discretion and without further explanation or notification.

Registration will be at RPNYC on Thursday 18 February 2021 between 1500 and 1830 hours and on Friday 19 February 2021 between 1700 and 1900 hours. Boats must be registered before their first warning signal. Boats may nominate a representative to register on their behalf.
NOR 5.3 [Schedule – Regatta Briefing]
NOR 5.3 is deleted and replaced with:

NOR 5.4 [Schedule – Races]
The last row of the table referred to in clause 5.4 titled Regatta Series is removed and replaced with the following two rows:

Explanation
A Sports Boats Division has been added that will race on Saturday and Sunday only. Sports Boats will not race on Friday. This change is made following expressions of interest from representatives of Sports Boats. Where applicable, the Organising Authority will refund Sports Boat entries received to-date the difference between the required entry fees and the fees paid.
The Regatta Briefing on Friday morning is not required because the Sailing Instructions contain the necessary information.
The Organising Authority can access PHRF ratings directly from Yachting New Zealand. Boats wishing to be scored under PHRF must ensure they have a valid certificate by 13 February 2021. This change is made to ease administration.

- NTC02 - Eligibility for boats under 6.5m

NTC issued 15 December 2020
The existing clause 1.2.e is deleted and replaced with the following:
For small keel boats under 6.5 metres, Part 1 amended to include an operative waterproof VHF transceiver, one “Inshore Kit” (as described in YNZ Safety Regulations Appendix 1). In addition, YNZ Safety Regulations Part V paragraphs 2.1-2.4 and SR Appendix 4 will apply.
The existing clause 1.2.f is deleted and replaced with the following:
All boats shall carry a serviceable inboard or outboard engine and propeller capable of driving the yacht in smooth water at a speed exceeding 4 knots. However, a boat may compete without an engine with the prior express permission of the Race Committee. Such permission maybe given subject to conditions. A decision to give or not give permission will not be grounds for redress. This changes RRS 62.1(a).
A new clause 1.2.g is added:
The Race Committee may direct small keel boats under 6.5 metres not to compete in any given race due to adverse weather conditions. A decision to give or not give such direction will not be grounds for redress. This changes RRS 62.1(a).
The existing clause 3.1 is amended, with the following added:
The Regatta is also open to other small keel boats under 6.5 metres with agreement of the Organising Authority.
The effect of this change is that small keel boats under 6.5 metres, such as the Elliot 6 class, will now be eligible to enter the Regatta.

- NTC01 - Change of dates for applicable entry fees

NTC issued 30 November 2020
In clause 4.1 of the Notice of Race:
- ‘Before 30 November 2020‘ is changed to ‘Before 1 January 2021‘
- ‘From 1 December 2020 until 13 February 2020‘ is changed to ‘From 1 January 2021 until 13 February 2021‘
The effect of this change is to extend the time during which the lower entry fee applies and to correct the end date before which the late entry fee applies .
